Submission to the Request for Information (RFI) on Implementing Initial Findings and Recommendations of the NAIRR Task Force
This report gives comments on the interim report of the National AI Research Resource (NAIRR) Task Force. The key recommendations are:
Provide researchers with access to pre-trained models by
- providing infrastructure that enables API-based research on large pre-trained models and guards against misuse
- allowing researchers to use their NAIRR compute budget to do research on models accessed through an API
- exploring ways to incentivize technology companies, academic researchers, and government agencies to provide structured access to large pre-trained models through the API
Address the risks stemming from AI models developed with NAIRR resources by
- implementing a tiered access approach to compute provision, where access to larger amounts of compute comes with additional review requirements
